TOURNAMENT RULES

Age Divisions/Entry Fee:
• U8 ~ $100.00 (5V5) 10 player roster
• U10 ~ $150.00 (6V6) 10 player roster
• U12 ~ $200.00 (8V8) 14 player roster
• U14 ~ $200.00 (11V11) 18 player roster

Entry Deadline: Entries must be received or postmarked by September 2nd, 2011. Incomplete entries will be returned. Entries must include both the Application for Entry form and the entry fee. No Refunds after September 16th. Competition Format: Teams will play three games. Depending upon the number of entries in each division, teams will play either round robin or bracket play. The Tournament Director reserves the right to combine or cancel divisions based on the number of entries, and to reclassify teams into appropriate divisions. Team check-in and roster verification will be mandatory prior to play. Laminated NSSA player pass cards are preferred and mandatory for proof of age at team check-in for each player on each team. Also, a certified copy of a birth certificate and a completed medical release form will be required. Out of state teams must provide travel paper’s. Schedules: Schedules will be e-mailed and available on-line by approximately September 19th, 2011. Awards: Participation medals will be awarded for all U8 & U10 10 players. 1st-3rd place will receive trophies for 12U/U14 Divisions.

Rules: Current USFYA rules, FIFA laws of the game, tournament rules and guidelines will apply. The Tournament Director will have the final decision. TOURNAMENT GUIDELINES
Home team will be the team listed first in the pairings. Home team will take the south or west side of the field, and must be prepared to surrender colors if there is a conflict. Each team shall provide two soccer balls to be used as a possible game ball. If a problem occurs the referee will choose from balls offered by both teams. All substitutions must enter or exit at the mid-field. Substitutions will be allowed with consent of the center referee:
• Prior to your own throw-in
• Prior to your opponents throw-in if they are subbing and if you are ready at the mid-field
• Prior to either team’s goal kick
• After a goal is scored by either team
• During stoppage time for injury – both teams

Game times will be as follows:

U8                   20 minute halves
U10                 25 minute halves
U12/U14        30 minute halves

In the event of extremely hot weather the referee, under the direction of the Tournament Director or the Referee Director, has the option to allow a one minute break when play is stopped due to a dead ball half way thru the half. Substitutions may be made at this time. The Tournament Director, with the agreement of coaches, may also shorten halves, or split the game into quarters. Games, with the exception of a championship game, may end in a tie. No overtimes will be played until finals, as needed to determine a winner. All overtimes will be two (2) five (5) minute periods. If still tied after the overtime period the FIFA penalty kicks will apply. The tournament committee respectively requests that good sportsmanship be practiced in the event of a large goal margin. Point scoring for bracket play will be as follows:

Tie breaker will be as follows

WIN – 3pts
TIE – 1 pt
LOSS – 0 pt
0 to 0 tie – 2 pts per team (one for tie, one for shutout)
EACH GOAL 1 pt to a maximum of three (3)
SHUT OUT  - 1 pt
FORFEIT – 7 pts
RED CARDS – subtract 1 pt

All teams will be guaranteed three (3) games.
All teams must have uniform shirts, preferably with numbers. Shin guards are mandatory. Players will not be permitted to play without shin guards. All jewelry, watches, barrettes, etc. must be removed prior to the game. Proper regulation soccer shoes must be worn. Goalkeeper must be identifiable from the rest of the team, i.e. different color shirt than team and opponent. All teams are responsible for their own goalkeeper equipment. A forfeit will be counted as a 3-0 win with seven points awarded for the team that receives the forfeit. If a team fails to show up for a scheduled game, the team will have a fifteen (15) minute grace period to arrive; then the game will become a forfeit with the seven points for the team that was present and ready to play.

A RED CARD will result in the ejection for the player, substitute, coaches, or anyone else involved in the game. A red card recipient will be ejected for the remainder of that game, must leave the Soccer Park immediately, and will sit out the next match. Teams cannot substitute for the red-carded player. The team will play short for the remainder of the game. The NSSA will be notified of all red card recipients. For assaults on the referees and fighting, the coach and card recipient must report to the Tournament Director. The disposition of the red card and the continued qualification of the recipient will be determined at that time. FIFA/USYSA rules will cover anything not covered in these guidelines. The Tournament director will have the final decision in all matters. No protests will be allowed.
